American Mediates Ukraine Negotiations in Abu Dhabi as White House Seeks for Conflict Resolution
High-level talks including American, Russian, and Kyiv representatives are underway in Abu Dhabi this Tuesday, marking the latest phase in attempts to forge a resolution to end the ongoing hostilities in Ukraine.
Key Representatives and Opening Talks
US Army Secretary Dan Driscoll reportedly held talks with a Russian delegation on the eve of the talks, with negotiations extending into the following day.
“The talks are going well and we remain optimistic. The Secretary remains in close coordination with the administration throughout these proceedings,” a spokesman stated.
The Ukrainian top intelligence official, the head of military intelligence, was scheduled to join in the meetings, though it remained unclear whether face-to-face talks with Russian delegates would happen or if distinct bilateral sessions would be conducted.
Membership of the Moscow team was not immediately clear. “We cannot provide details. We are following the media reports,” a Kremlin representative told official outlets.
Context and Revised Proposal
These talks come after prior discussions in Switzerland where US and Ukrainian representatives revised a draft US proposal for ending the war.
Russia has not yet approved the latest version of the proposal and is not expected to accept many of the Ukrainian revisions.
Russia’s foreign minister, the Russian diplomat, stated that any revised agreement must reflect the “essence and wording” of what was agreed during earlier summit talks between both countries.
International Responses and Concerns
EU leaders are apparently struggling to stay engaged in the negotiations as American representatives drive the efforts.
Finland’s leader, Alexander Stubb, who has emerged as a key interlocutor between Washington and EU officials, stated that the coming days would be decisive in efforts to find a agreement.
He allegedly held discussions with Volodymyr Zelenskyy and Nato representatives, stating that “Ukraine’s destiny must be determined by Ukrainians, and while European security matters are for Europe to resolve.”
At the same time, the French leader, Emmanuel Macron, warned against a peace deal that would represent a “surrender” for Ukraine.
“The current proposal indicates what Moscow might find acceptable. Does that mean that it is what must be accepted by the Ukrainians and the Europeans? The answer is no,” he stated.
Specifics of the Original American Plan
The US plan was reportedly composed of numerous clauses and was based on dialog between American and Russian representatives, with contributions from Ukrainian defense officials.
Major aspects of the proposal reportedly included:
- Ukraine ceding territory currently occupied by Moscow
- Further zones that might be expected to be voluntarily given up
- Restrictions on the scale of the military forces
- Amnesty for all parties in the war regarding violations
Latest Developments and Continuing Challenges
The US official reportedly went to the Ukrainian capital to brief Zelenskyy on the proposal and demand rapid acceptance.
The pressure, coupled with the leaking of the proposal, apparently shocked Kyiv and EU authorities.
Zelenskyy reportedly that the nation was facing one of the hardest moments in its history and was being compelled to choose between “surrendering honor or sacrificing a vital partner.”
Later, the US official informed alliance ambassadors on the plan in Kyiv, with one attendee describing it as “a disastrous gathering” and noting that EU officials were shocked by both the content and manner of the presentation.
The US administration later softened its position, stating that the comprehensive plan was an “opening point for discussion” rather than a definitive ultimatum.
Military Developments Amid Negotiations
As diplomatic efforts proceed, Moscow has continued its regular strikes on Ukrainian urban centers.
Russian forces reportedly fired numerous of projectiles and many of unmanned aircraft at objectives in and around the capital, as stated by Ukrainian sources.
The Ukrainian president stressed that the Kremlin must not believe it could prevail in the conflict while negotiations were underway.
“The priority is coordinated diplomatic movement among all partners, through shared endeavors. Sanctions and pressure on Moscow must yield outcomes,” he stated.
The capital’s leader confirmed that multiple people had been killed in the recent attack on the city.
